What in the world do you mean here?
"While Apple's 60 percent may be good news for consumers overwhelmed by too many tablet choices on the market, and for small-name touch screen panel manufacturers, it may also result in higher-than-usual prices for Apple's competitors"
So Apple hogging the market of touch screens is a good thing?! So competition is a bad thing?
How in the world is Apple having 60% of the touch screens good for the consumer?!!!
Please explain this to me.
Imagine, this sentence was "While Microsoft's 90 percent may be good news for consumers overwhelmed by too many OS's on the market.."

With all due respects to all my Apple friends, I don't want to purposely dump onto anything or anybody, but this alarmist article (propaganda) must be counterbalanced with a 'think different' perspective. Please take this as a sincere personal opinion, and like any other human being (or article), could very well be flawed.
Well here it goes.
Prices may (or may not) rise as a result... You got that right! May is the keyword here...
$3.9 billion? Is that all? Let's keep things into perspective please!
But Apple doesn't manufacture anything hardware? They sub-contract everything... They don't even make their own electronic components.
Samsung manufactures the Apple A4 (branded) CPU, for Apple.
LG manufactures the Apple 'Retina' (branded) LCD, for Apple.
Foxconn (among other Chinese manufacturers) assembles iPods, iPads, iPhones, for Apple.
Back to Samsung 'one of the competition' since they make smartphones and tablets and compete for your dollars in that market.
That corporation has revenues of USD $170~$180 billion for the past 3 years? That corporation which has invested double digit billions of dollars consecutively for the past 10 years, year after year -- is a real manufacturer (not just a brand), down to the silicon molecules... Now that's real high-tech substance, not hype.
That single company Samsung, could take on Apple head-to-head single handedly, if they chose to. But why? Every mobile device from Apple comes with Samsung CPU and RAM chips among other things!
Scarcity of capacitive touch panels? Really? Samsung can make them themselves, and then some!
Searching for Samsung invest $38.3 billion
Please don't fret or worry. The market is too big (for any single player), and somebody will step up. All this diligently orchestrated PR spin is nonsense designed to boost stock prices by influencing uninformed investors, mere illusions, smoke and mirrors...
Time will tell, soon enough...

Apple
has reportedly prepaid suppliers Wintek and TPK $3.9 billion for long-term contracts, enough money to cover 136 million iPhone displays or 60 million iPad 2 displays.
Gigaom explains that Apple has done this before:
Prepaying for a bulk, long-term contract allows Apple to control pricing, causing scarcity in the market, which raises the prices of remaining component stock. Apple’s pre-bought parts then give it a price advantage when it comes to production costs, and one that could grow as the contract progresses. It’s something Apple’s been known to do in the past, specifically with NAND flash memory in 2005.

Digitimes' report noted that several notebook brands such as Samsung, Acer, and HP have all turned away from the major touch panel makers such as Wintek and TPK (where Apple holds control) to smaller suppliers: Sintek Photronic, Egalax-empia Technology (EETI), AimCore Technology, and J Touch.
