Burning a disc from an image file

I can not get the pc to recognize a new disc to burn the image file to. I can only think that I have to format the new cd? I know this goes back to the old a: drive, but do the discs need formatting first?

what program are you using to burn, and does the drive just not recognize the disc is a recordable one period or what?
