External Hard Drive I/o Device Error

I have this Toshiba Hard Drive from my Laptop. It was working well so I bought a HDD to USB 2.0 adapter. It was working perfectly until I decided to reformat it to NTFS. It worked a few days after i reformatted it. This Hard drive had 2 partitions, with the first partition having the OS of my old laptop. That was what I reformatted. Microsoft said it wouldn't harm my files. Now, I get a I/O device error. I'm not really a techie so please help me. How can I repair this? I've read a few forums but it still doesn't work. I hope I get the solution here. Thanks much.
