Or get a 'mobile hotspot', light it up for a lot less money than the smart phone + 'tethering', and use free VOIP software to turn your computer into a 'cell phone'.

If you want more portability, services like Google Voice will also ring other phones, so you can get the cheapest 'dumb' phone available and have that to answer the line, too.
