CPU-Z is picking my CPU up at 1400Mhz... and it jumps up to 3.9 and 4.2 every min or two.

Try loading the processor with CPU-Z open. It's running 1.4GHz because it's at idle.

Yeah, that's the power saving thing. If it doesn't need it, it throttles down until it is needed. Didn't know AMD had that.

I think all CPUs from the past few years can do that. Intel calls it speedstep, AMD calls it cool'n'quiet, but they're the same thing.

Yep, AMD has been doing this for many years.

Look in the bios for the setting. However, why would you want to do that? When you actually need the power, it seemlessly increases the clock to full speed. Otherwise, it's just saving energy, and you'll never notice.

Obviously it bottlenecks the CPU at times

But if you're using a moderate amount of CPU power, it immediately changes to full speed, so it shouldn't make a difference.

you can turn it off by changing the power plan to 'high-performance'--then the power to the CPU will be consistent--you could also try tweaking the 'advanced setting for the power plan in the 'Processor power management' section--but that mainly applies to the cooling fan speed

You can, but there is no reason to. The CPU automatically throttles when not in use. It will also automatically scale back up when in use. That switch is so quick you won't notice it.

Remember that you are not only causing extra unneeded power draw, you are also creating unnecessary heat. HEAT kills components. Giving things a chance to cool slightly is not a bad thing.

No it doesn't. That bottleneck is avoided because the CPU changes speed AS NEEDED.
