What has always been stupid about Windows is it's inability to just turn itself off quickly. Sometimes my shuts downs take 5 minutes or longer or it just hangs permanently. It's more annoying than booting because it's not safe to walk away from a PC when others might find a way in if it somehow reboots itself after a long long pause.

My PC started up again as soon as I told it to turn off. Disabling things like 'Wake on LAN' in the bios fixed it.

I'll agree with the hardware issue. I recently had the same problem. I formatted and reinstalled the operating system but nothing changed. It turned out I caused the problem when I unplugged the USB 3.0 PCI card and replaced it with a 5-port USB card. I simply put it back the way it was and everything is ok.

Any serious computer technician will laugh at your response. Many times the solutions are easier than you think and no need for "reformatting" the computer. If a computer reboots when you shut it down, then there is a hardware failure. No matter how many times you "reformat" your computer, that is not going to solve hardware problems. I imagine yourself fixing computers in offices. You would be fired after your "first fix".

("If a computer reboots when you shut it down, then there is a hardware failure. No matter how many times you "reformat" your computer, that is not going to solve hardware problems.")

I could not agree more. I recently had this re-booting problem, and managed to solve it with a simple fix. I had just done a clean install of XP, new sata hdd, new (old stock) ide dvd drive.
When I shut the machine down, it continued to re-boot. I checked all the settings, and all was fine. It must be a hardware problem, but everything seems to be working alright.

So, off to the forums I go. I searched for four hours, and found nothing but reformat and a load of complicated fixes. With a pristine install, I believed none of these fixes would apply to me.
Around 4am I decided to go to bed, but, before doing so, I scrolled to the bottom of a page in the last hope of finding the simple solution. There it was, a two sentence solution to my problem :

'When running XP, with both sata hdd and an ide dvd drive you must insure the dvd jumpers are set to slave. If the dvd jumpers are set to master, or cable select, the self re-booting problem will occur.'

I checked my dvd drive, and, yep, cable select. I changed it to slave, and my machine shut down perfectly. So it was indeed a hardware problem.

I'm no expert, just an ordinary joe. However, one thing I have learnt, from my never ending apprenticeship of Windows pain, is to always check out the simple things first. This one got by me.
I guess, when in panic mode, we can't always see the woods for the trees and tend to think the worst.

I hope this simple solution helps someone.
