"the specs call for a .. Apple A5"
Sounds like a fanboi ordering iPads to me.
It doesn't sound like an open minded solicitation in any language.
OK, so they water it down in the small print, but you can clearly see what they are after.
I trust the DoD pours a little cold water on their excitement.
To disagree without being disagreeable is the art of debate. Simply because one has a strong opinion, it does not necessarily make an alternative opinion less valid.

Why not? It's the most expensive of all. I have asked my Elected Officials to investigate why it Specified Appple AS instead of an open bid. Maybe someone was promised a position with Apple after retirement or earlier. Also ask on the QWhite House Blog to the President.

The most expensive of all tablet devices? Would you mind sharing some comparison data?

It's also important to note that tablets are NOT commodities and they are not equal. I think the standard for bid selection is lowest and best- not just lowest.

This cannot be the entire story. There are all sorts of legitimate requirements that could result in a specific vendor being chosen, such as compatibility with existing software, ruggedness, preexisting familiarity of users with platform, etc. One interesting minimum requirement states, "OS updates should not be dependent upon hardware manufacturers for release. OS updates must ensure compatibility for available software/apps (backwards compatible)." The first sentence seems to disqualify Apple, and the second probably disqualifies every vendor. Anyone who peruses online forums knows of the tales of woe caused by OS updates. Craig Herberg
