I experienced this effect during training in the Air Force. It was done with closed headphones and a tape-delay. It is disconcerting but once we learned to pay attention to our jaw and tongue movements, the effect on our speech disappeared. So, this is NO BIG DEAL. Also, it is no more a "gun" than is a megaphone. It's much ado about nothing. It won't work against trained speakers and will just be another one of those public annoyances like laser pointers. (Ha, ha, very funny.)

Having dealt with this phenomenon on a microphone with audio loopback enabled, while it is initially very bothersome to try and continue speaking, after a few hours, you will be able to mentally adjust to it.
