I am not sure what you mean by tiny, nor am I sure what you mean by groups. Two hackers working together are a group and I feel certain that more than 852 attacks have been made. What do you mean by a major threat, how big a company or the whole nation. Any attack that destroys any program I regularly use is a major attack from my point of view. Have we really had that many attacks on the President or the Queen? You have scant details and not enough information to evaluate your statements.

"Tiny" can be deadly.

Look at what "Little Boy" did to Hiroshima, what "Fat Man" did to Nagasaki.
While each is entitled to his own opinion, no one is entitled to his own facts.
