Any digital device can be monitored. What is new that a smart phone can do the same?

Theoretically you can just follow anyone and figure out where they are at any moment. Doesn't mean it's always been done.

But smart phones make it SO MUCH EASIER, with a dedicated internet connection to literally 'phone home' with whatever location data it accumulates.

Even passively, it can listen to 'GPS' signals 24/7, and only occasionally report back what it has recorded, while it's busy with 'other' communications.

Not that ALWAYS having a camera and a microphone with you that can 'go hot' at any time is a good idea, either.
