I'm pretty sure it's rated for Intel 775/1156/1155 and AMD AM2 and AM3 (look at the details on newegg's page). It'll work fine with his CPU. Also, the included thermal paste (assuming it's the same as the stuff that came with my tx3) is good enough (just use a pea-sized drop). Note that you have to install some brackets on it I think. (for instance, on my 1156 CPU, there was one set I had to use, the other set of brackets was for amd cpus)

Even though they say AM3 will it still work AM3+? Just going for 100% confidence when I go into buying these things.

Yes it will, go ahead and buy it.

Things like CPU cooler mounting brackets don't change much over time. Intel has had it the same way since socket 775 (I'm NOT sure if 1366 and 2011 are that way though, because they aren't mainstream sockets). AMD has had it the same way since AM2. (yes, I've heard that even FM1 works)

See, this is what I am freaking talking about.

There are differences in every freaking socket. Major ones? No.
But you cannot use a p4 hsf on anything newer, or a 775 cooler on 1156/1155. You cannot use a 1155 cooler on 1366. Unless there are hardware kits included for them.

Amd is not as bad, but 939, am2 , and fm2 are all quite different. Worse yet, is that the power requirements are all over the map, up to 140watts. Which most coolers arent ready for.
