Pop Ups Unwanted persistant pop ups

Windows 7 64 bit
Internet Explorer 9
I am getting the following pop ups which are persistant and I am not able to delete them. Selecting Allow or Don't Allow or the red X has little effect.
" A website wants to open web content using this program on your computer. Adobe Flash Player"
