Slow Internet Download Speed Caused By Nic?

Hi all, just joined the forum and hope to by of help and get help as well.

To start with, I've been paying for 8Mbps down and up through my cable company. I live in an apartment who controls the modem through a VPN company called korcett.
Since i started paying for the service, I have had speed tests that look like this:

After calling Korcett and several weeks of talking and trying to make sure the problem wasin't on their side, they have me plug in my laptop to the wall outlet instead of my desktop.
it gets a solid 8Mbps both ways, and we come to the conclusion that it is my desktops NIC that is causing the problem. Keep in mind now this is a brand new computer i built in august. It has a sabertooth x58 motherboard with an I7 processor and 24GB of RAM and 1.5TB HDD. The onboard NIC is a RealtekĀ® 8110SC, 1 x Gigabit LAN Controller so there should be no problem getting it to pull 8Mbps but I go to best buy anyways and buy a Dynex DX-E102 NIC that can do 10/100Mbps. I throw that in my computer and get this:

better but still no where near the 8Mbps im paying for.

So ultimately my question is this: What am I doing wrong? the cable, wall socket and router are all the same that I plugged my laptop into so it has to be my Desktop. Ive gone through and checked for driver updates and everything is up to date, yet there is still a problem. Any advice would be greatly appreciated.

Hi and welcome to the forums. First thing I would try if you haven't done so, is to uninstall and reinstall the drivers on the NIC. Just open the Device manager and go to the NIC, right click and then click uninstall them. Close it and then do a restart which should reinstall the drivers.

One thought I had - click start, type turn windows features on or off, and make sure 'Remote Differential Compression', which is known to cause problems at times.
