Many (including me) believe Google's system of measuring the importance of a web page is fundamentally broken to the point where meddling alone won't fix it.

It can be, and is, gamed, some refer to this as SEO, however SEO's didn't make the rules nor did they build the link based quality measure. SEO's just help website owners who've invested in a website make sure it gets found and it's not always easy to get people to link to a website naturally, try it :)
