As far as I can see it is closed project manufactured under licence by RS & Farnell. No design specifications have been published.

If I understand this right, the board's layout is going to be open sourced down the line. I think they are waiting to do that until it's finalized; they might make some changes, especially with the positioning of the various ports, which are less than ideal right now.

I don't know if they've secured the rights to open source the proprietary broadcom chip that runs the thing; my guess is that's a no. We have a basic data sheet for it, but nothing terribly in-depth.
