How "sophisticated" will this "newspaper" be?

Are you more talking about some basic "newsletter" that you send to family, friends, or maybe business clients?

Or are you actually talking about the level of an actual "journalistic" type endeavor on the level of an actual newspaper (just in electronic form)?

If it is more towards the former, then a typical word processor (such as MS Word or one of the free/open source word processors) might work in combination with something that will allow you to output the word processing document to PDF format. This would work for limited inclusion of images/graphics and even basic forms of multiple columns. If you are getting more and more graphics amongst multiple columns of text, then you might want to consider a basic page layout program like MS Publisher.

If you are talking more along the latter, then you likely will want to spend on the money on a "heavy duty" page layout program such as maybe Adobe InDesign or Quark Xpress.
