Windows Update Kb2657424 Installs Every Time I Shut Down

Windows update KB2657424 installs every time I shut down but then when I boot back up I am notified that the same update wants to be installed. I have checked my update history and it's being installed. One more thing I did was, before I installed the update I went to the Microsoft update center and tried to install the update there but it said that it was all ready installed. ????????? How can it be telling me that the update needs to be installed but when I go directly to microsoft it tells me it's already installed?
This update is said to be for .NET Framework 3.5 SP1. What uses .NET Framework 3.5?
I know I'm not the only one to have this problem and have seen post's on other forums asking these same questions but none have any answers/solutions posted.
