I have read of programs that permit remote access to one's computer, but I am not clear if there is a way to turn on and off or standby a rmote computer. Is this possible?

Yes, but not easily. You can use wake-on-lan (http://en.wikipedia....iki/Wake-on-LAN), though it is limited to the local network. (in which case you may as well walk over to the computer and turn it on manually)

I followed some guys video tutorial I found by googling and it messed up my intenet connection on that PC. I used System Restore to fix it.So be careful.

Yes! It is possible to remotely access a PC from one PC but they both should be connected to internet. You can use Teamviewer for this purpose.

No need to go for such a complex process..You can use Some file sharing software like Dropbox, which is free..and easy to work with..it can remotely save files..

He asked about turning on/off or putting a computer into standby remotely, not syncing files.
