Toshiba Satellite A205-s4607 Brand New Fan Not Spinning At Boot

My Toshiba Satellite A205-S4607 fan died recently and I purchased a brand new one which I installed immediately. Upon putting the laptop back together and turning it on, the BIOS continues to produce the high pitched squeal to notify me that the fan is not working before it cuts itself off.
I took the fan back out and hooked it up to a AA battery which powers the motor and the fan works properly so I know it is not an issue with the part.
I entered the bios to check if there were any options that govern the fan, but other than the built in CPU performance options, I don't see anything.
Anyone have any ideas?

I've checked the BIOS for an options but do not see any options for shutting off the noise which I believe is a cooling system failure notification.

I believe the speaker problem is from heat damage to the speaker or the cable.
