Generally though, I would suggest more than 3Mb/s for streaming video content.

a max of 2GB of DDR2 RAM, the graphics card is an Nvidia GeForce2 MX/MX 400, would it help to upgrade the system RAM of 2GB or the Graphics card? Or both?

The thing is, with such an old system, I'm not sure if it's worth investing more money into it. (By the way, I just checked and that board supports DDR, up to 266MHz, NOT DDR2.) For 480p video or less, I doubt your system specs are the issue.
