Agree. Always encrypt your wifi. However, that does not in any way absolve Google from making it possible to pick up someone's wifi broadcast as they were driving by. In fact, since their vehicles were equipped to do so, Google must have done the snooping intentionally.
There is nothing that Google can say in it's defense to make that fact go away.

I wonder why google was fined such huge fines for something that can' even be considered an oversight. It is not the company's business to ensure people's online connectivity is secured and protected from eavesdropper. What did google do with the data even?

This is great. Can we walk down a street to see who forgot to shut their door or leave the windows open?
Or, who doesn't have security installed, who doesn't really own a dog?

Huh? Even if they did nothing but scan for wifi access points to help with geo-location (and record nothing beyond SSID), wouldn't their vehicles still be equipped with the exact same gear that was used to capture payload data?

Google didn't actually break into someone's house. A more accurate analogy would be "Can we walk down a street to see if anyone is standing naked in front of their open picture windows".
