Would it play games that are offline? Will it play Games that are already offered like at Walmart or Amazon. I'm looking for something the Grand Kids can play on. I don't care to have it go online.

Why yes, yes they are.
Refurbished models. But plenty good enough.
If you already own an XBOX 360, free and clear, buying the new, 'subsidized' one gets you nothing at all, besides costing $99, and a commitment to pay monthly dues.
And this is why I ended up getting a PS3, a few years back. At least I'm not double-billed for streaming netflix to the TV.
