Using Fax In Windows

I've been searching all over and turning the fax function on in Vista should be in Control Panel/turn features on or off. But it's not there. I checked it five times.
I've been sending faxes from my XP machine for years. For some reason it's not working now. It says "there is no answer". But when I call via telephone, I can hear the fax machine, and verified with a human there that it's on. I really need to send this fax now. Any clues in XP or Vista?

I don't know about Vista, but in Win7, it seems you can't disable the fax program. (it's located in the root of the start menu btw, Windows Fax and Scan) I suppose you could use this to fax though (however, it includes an ad in the fax if you use the free version).
