Now, his comment that he then tried to download an App took so long he gave up means that he was probably throttled back to 0.07 Mb/s at this point but this was the second download past his going over his limit.
At 0.07 Mb/s this makes sense because .07 is over 114 times slower so 63 sec * 114 = 7182 seconds, == 119 min, or almost 2 hours!
Now we understand why he gave up the second time around. But, his numbers DO NOT indicate an instant throttling back to 0.07 Mb/s.
Unless there was some kind of memory since he was downloading something he had already downloaded?
In any event it probably wouldn't matter much to someone who had gone over the limit.
Just an asside, mbps = millibits/sec = / 1000. Mbps = Megabits/sec = X 1000
