November seems a bit late. Weren't they saying October a few months ago? Also, are any of these new "tabrids" going to be using ARM chips? It's still a bit unclear.

The Windows RT tablets will be running arm chips, while the Windows 8 tablets will be running on x86 chips. In the past Microsoft has released new Windows versions on Oct. 25th, so it was always assumed to be near the end of October almost into November.
