Would anyone really notice a 0.07 second delay?

This is a Major IE annoyance. I've always had problems with IE complaining about any plugin that was installed and caused any delay in start-up.

This notice can be disabled with a Windows configuration change by running: gpedit.msc

Making the change in "Computer Configuration" will change this globally (requires admin access) or "User Configuration" to change it only for the current user.

Then select:
Administrative Templates > Windows Components > Internet Explorer

From here change "Disable add-on performance notifications" to Enabled.
