What this breach boils down to is a single person being incredibly stupid -and as we all know, being stupid is not illegal --yet. Not until there are criminal and severe civil penalties ATTACHED TO THE NEGLIGENCE that resulted in these breaches will the problem be "somewhat" solved. As it stands now, the only legal requirements of those being neglectful... Notify/inform the ones that will actually suffer the losses and that, in and of itself may take weeks -if not months.

Guess it's a good thing the FBI told them nine months after it happened. They would have never figured it out on their own.
