The U.S. should look into Cell phone laws to limit the rising plan costs. The problem only exists with feature such as texting and data. Tiered plans should be required to suit at least 4 levels of users in each and be capped at a price. For example the change of AT&T to a single text messaging plan for $20 is a way to extort money from any user who wants a new contract. The $0.10 cost per message means that if you send/receive more than 200 messages you would be better off with the $20 plan. However, I am still grandfathered from the original texting plan which is 200 messages for $5 (perfect amount and money). The new plan is just insane. If the country has a goal to get all users on internet, cable, and cell they need to start controlling the looking into the reason why costs are rising.
