I don't find this surprising at all. Compare it to trying to add other fuels to our automotive fleet - how many are going to buy a hydrogen fueled car when there are few places to refuel it? How many companies are going to build hydrogen refueling stations when there aren't any cars driving around looking to refuel?
It will take time and some push to move from IPv4 to IPv6, now that the existing IP addresses are effectively exhausted it certainly will happen. My company is IPv6 capable at the PC level but will need to replace all of our routers and switches to be able to use IPv6 internally. Our ISP (Time-Warner) is already capable on their backbone but I don't know if they are implementing it at the neighborhood level.
