Can I Install Xilinx Ise 13.2 On Linux Installed In Windows

My question is regarding an extract from the below link:
"Install Ubuntu Within Windows
You can actually install Ubuntu as a Windows program, although you can't launch it as one.
Insert the CD or flash drive. If nothing starts up automatically, open the drive in Windows Explorer and run wubi.exe. Select the option Install inside Windows, and follow the prompts.
When you reboot after the install, your PC will boot Linux and start setting it up. This can take a long time--especially if you're using a CD. Be patient.
The next time you boot, and with every boot afterwards, you'll get to pick between Windows and Ubuntu. And you can uninstall Ubuntu like any other Windows program."
I need to install Xilinx ise 13.2 on linux (Ubuntu).
I really want to install Linux in this simple way, as I do not want to partition my drive.
My worry is that if I install Linux in this way I won't be able to install sw on it, or that the sw will not work properly.
1.Please let me know if in your experience or opinion sw can be installed and it will work properly on Linux that has been installed within windows in this way.
2.Also how much does this cost?

The software will work normally but slower. It's free.
