While I would argue that American workers would do it, the labor unions won't allow it. Additionally, China doesn't have the EPA regulating them. That is why Apple had to go to China. Not because Americans lack skill or commitment.

Remember also that Apple runs probably half of its profit on its inflated device sales. It's largely dependent on the big squishy margins of manufacturing in places like china where things like workers rights amount to "you have the right to bleed into this product as your fingers are worked raw;" Whereas Google is more diversified and can afford to experiment with moving products back on shore.
(also, remember, this gets them around all those nasty little "import injunctions" Apple is so fond of throwing at its competitors.)

So, the old manufacturing jobs are really gone. These new jobs will require technicians with at leas a two-year degree to be eligible for the job.

ANY (and all) Apple products could be produced in the united states - and could not only meet demand, but exceed it. This in fact proven to Jobs on many occassions. Naturally he ignored it. One would also not need work those hours, those shifts, or be living on site to be able to do it. The labor unions would in fact allow it; but Apple's profit margins would not. It would also not take much work to fit/retrofit any manufacturing procedure to make it safe enough for the EPA - darn it even works at places such as coal power plants.
Apple did not have to go to China; they elected to do it based upon corporate greed and not much else. The statement between Jobs and the president was in fact typical.
