Lego bricks would be terrible insulation and you probably wouldn't be able to mount things such as a kitchen cupboard or TV to a wall.

why not build a scaled-up version of the standard eight-peg (4-by-2) Lego piece, that would be so much easier to assemble and easy as a quick solution especially in disaster striken areas, just click them in place! Lego should take this up as a CSR outreach project in the third world, it would certainly brighten up their lives!
