Itu Plans Conference To Address Surge In Litigation Over Standards-essential Patents

And what does anyone think this "conference" will actually accomplish? Obviously companies like Apple and patent trolls feel there's money to be made in injunctive lawsuits; and until the courts of the world step up and prove otherwise, these are all just pretty words about wishing things were better.
RAND is a nice idea, but it has no teeth behind it to enforce reasonableness and necessity. Hence a company like Apple can step up and say "Sorry, we don't care if it's reasonable and necessary to touch your finger to a touchscreen, we have a patent on that and we're going to use it to ruthlessly crush any and all competition."
We don't need conferences, we need real reform. On a global scale since these lawsuits take place all around the world.
