I have a newer Wii that is not set up yet and my neighbors offered to exchange machines since theirs already has Netflix downloaded on it. They tell me I can get Netflix for free or pay half of their $7.99 mo. fee if I trade Wii's with them. I'm totally confused and wondering if they just want my newer machine. I didn't think Netflix could be shared amongst households. Isn't it just as simple as paying a $7.99 monthly fee to get and why would the neighbors tell me I'd be better off exchanging for theirs?

The only way it would be free is if they leave THEIR Netflix account setup on their Wii that they give to you and they continue to pay for Netflix. Doing a brief look at Netflix's TOU, I did not see anything that specifically said it was "against the rules". In fact, the implication was that it might be OK. BUT...you should realize that for the "basic" streaming plan, only ONE device at a time can stream stuff. So, assuming they keep their Netflix service going (a big if) and allow you access to it, only one of the two of you would be able to actively stream a video at a time (unless they have one of the more expensive plans). So, even if they will "share" their plan, it might not be worth it.
With your Wii, you can download the Netflix client for free, but if you want to actually use the client to watch movies, you will need to setup an account yourself and pay the $8 a month (you do get the first month free).
