I would go for 27'' but i'm afraid it's gonna be "pixel-ed" as it has the same resolution 1080x1920, with the 23''.
I haven't seen them live, so it would be great if someone could post his comments on them.
I want to have it both as TV and monitor for my laptop.

First, I have not used or seen either, but I can comment in general terms.
For computer use only, I would say go with a 23" screen as it will be less "pixelated" for computer using (i.e. when you are sitting about foot from the screen). The exception would be if your eyesight is going...having the same resolution on a bigger screen will make everything bigger (but more "pixelated").
If you are using it also for TV watching and sitting at a "TV distance" (i.e. at least 3 or more feet away of it), then it might be worth living with the slightly more "pixelation" when using as a computer screen to make it better for TV watching. It will all depend on how computer use vs. TV watching you will do.

I don't have any experience with LG monitors, but can say that Samsung, ASUS, and HP are worth looking into. Acer seems to be crap, and although Dells have good picture quality, Dell stuff in general doesn't seem to be well built and I won't recommend them. (I also know a guy with a Dell monitor that failed after a few years.)

I thought maybe with the IPS technology there won't be any pixelat-ed problems... I don't really know.
I'm thinking going with the 23'' to be sure.

Regarding anecdotal reviews, you're better off going with volume. Rather than reviews from a few of us on a site like this I think it's wiser to consider the reviews on Newegg, Amazon, etc., where you can look at the pros and cons from dozens of users.
