Toshiba + Windows 7 = Screen Weirdness

The forums login server is still screwy, just now found out how to get on after multiple emails to webmaster/pcwhelp. Here goes-
I've got a support request with Toshiba, but this issue is baffling to me, never seen anything quite like it.
I've already re-installed windows 7 x64 (retail) and this problem still manifests itself at very random times. The problem comes in is that its nearly impossible to trigger! But when it happens, I suspect something screwy is happing with DWM.exe
The screen is divided into three sections and each one has lines of moving pixels. I have to show you the pictures and video to accurately describe what is happening

Hey Crazy !
OK, since you've been on here long enough, you should know that a little bit more info
on the notebook would o've been nice.
Now, is this a ATI ,nVidia or onboard video card?
It looks like it's a driver or card problem.
Have you tried the original driver and CCC if it's an ATI?
It's not heat related is it , since you mention it can't be replicated.
BTW, love MFfor free users.

@Flash, I copied from my other forum post, sorry I forgot, it's a Satellite C655-S5514
The problem is hard to replicate, but not impossible to. It happened to my friend in class just today. This time I remembered to take better pictures of it.
Specs below-

@crazy4laptops That's a bit large, but at least mediafire's site is fast enough. (I'm downloading the Win8 RTM trial off technet right now, and am getting 65KB/sec... really Microsoft? Really?) That is a seriously strange problem though - what are you doing when it happens? (for instance, moving the laptop or something else that could move the display cable) If you run it off an ubuntu livecd for long enough, can you get it to happen?

I don't have the bandwidth or blank CD to do Ubuntu right now... but normally I would (if I had my Fi 50 connection)
But you can have my Windows 8 key (retail, unlimited) if you want, I personally do not like or desire to use Win8 at all.
