Cd Drive Isn't Recognizing Blank Cds

As the title says, my cd drive isnt reading blank cds. It reads cds with data on them fine, both commercial and ones I had put things on a while ago (using a different drive). But it doesn't seem to want to read blank ones. I tried different cds from the same package, different brands, un-installing and re-installing the driver. I've installed Nero ROM Burner, but to no avail. I have Windows 7 and the drive is: Lite-on DH-16D2S

That's a DVD-ROM/CD-ROM drive, not a burner.

Hi, Nick, and welcome to the forums.
Your drive can't read a blank CD because there is nothing on it to read. There isn't even a file system on it, so the drive can't even recognize it as a disc with no files.
As Brian has pointed out, your drive, a DVD-ROM drive, only reads discs (the RO stands for Read Only). it can't write to them. If it could write to them, it would recognize the disc and ask you what you want to do with it.
Judging from your drive, I'm assuming you own a desktop PC with a SATA interface. If you want to write to CDs and DVDs (also known as burning them), you need a DVD±RW drive. You can buy one of these drives for as little as $13.
