The problem is not actions, but inactions--the reluctance/refusal of handset makers to update their phones, in order to force users to buy new phones to get a new OS.

You're confusing 2 very different issues. Updating a phone to the latest and greatest version of an OS is purely the choice of the carrier/OEM. And it's something that Google really needn't worry about. They've said it time and time again that unless you're using a Nexus device, you're not using an Android device, you're using an Android based device. It's a subtle difference that has significant ramifications. The new terms of the SDK are specifically aimed at preventing someone from forking Android into their own OS.

That's a lie Apple is fragmented as well. you are not going to find the same features in the Iphone 4, 4s, or 5. What about siri? or panoramic picture? The 4 should be able to run those no problem. All the phones get the latest IOS 6 but not the latest features

It's this fragmentation that's really holding Android back and keeping it in only a niche position in the market.
