This is only if they catch you repeatedly On websites downloading Illegal copyright. For example torrent websites they have their own trackers and everything.

That fee doesn't go to Verizon, it goes to a third party. Did you actually read the article? EDIT: Correction, you need to check the links in the article.

If Verizon just followed the existing law and terminated repeat infringers, 42% of ALL US INTERNET traffic wouldn't be used today to steal music, movies, software, games and books. The law 17 USC 512 (i) says that Verizon can be sued if they dont terminate BitTorrent seeders. "(1) Accommodation of technology.— The limitations on liability established by this section shall apply to a service provider only if the service provider—
(A) has adopted and reasonably implemented, and informs subscribers and account holders of the service provider’s system or network of, a policy that provides for the termination in appropriate circumstances of subscribers and account holders of the service provider’s system or network who are repeat infringers"

They don't follow their own policy "Copyright Infringement/Repeat Infringer Policy. Verizon respects the intellectual property rights of third parties.
