So what Verizon has done here is create a financial incentive for themselves to accuse as broad of a user base as possible.

Verizon: "You're doing something bad!"
User: "What no! What are you talking about? I'm not doing that!"
Verizon: "Give us $35 and we'll just pretend it didn't happen... for now."

"users who try to reach certain Websites will instead be rerouted to an educational page,"

Just because one visit a websites does not mean they are doing anything.

Verizon seems to have taken the opportunity to monetize this new regulation.

It would likely fail infront of the court.

That fee doesn't go to Verizon, it goes to a third party. Did you actually read the article? EDIT: Correction, you need to check the links in the article.

Appeals go through the American Arbitration Association and carry a $35 filing fee, which is refunded if the customer wins.

"There is a cult of ignorance in the United States, and there always has been. The strain of anti-intellectualism has been a constant thread winding its way through our political and cultural life, nurtured by the false notion that democracy means that 'my ignorance is just as good as your knowledge.'" -- Isaac Asimov

Guilty until proven innocent for a $35 fee. Now let's see, where is that written in the constitution?

If Verizon just followed the existing law and terminated repeat infringers, 42% of ALL US INTERNET traffic wouldn't be used today to steal music, movies, software, games and books. The law 17 USC 512 (i) says that Verizon can be sued if they dont terminate BitTorrent seeders. "(1) Accommodation of technology.— The limitations on liability established by this section shall apply to a service provider only if the service provider—
(A) has adopted and reasonably implemented, and informs subscribers and account holders of the service provider’s system or network of, a policy that provides for the termination in appropriate circumstances of subscribers and account holders of the service provider’s system or network who are repeat infringers"

If VERIZON adhered to their own policy, 42% of ALL US INTERNET upload traffic would not be used today to steal music, movies, software, games and books. They don't follow their own policy "Copyright Infringement/Repeat Infringer Policy. Verizon respects the intellectual property rights of third parties. Accordingly, you may not store any material or use Verizon's systems or servers in any manner that constitutes an infringement of third party intellectual property rights, including under US copyright law. In accordance with the Digital Millennium Copyright Act (DMCA) and other applicable laws, it is the policy of Verizon to suspend or terminate, in appropriate circumstances, the Service provided to any subscriber or account holder who is deemed to infringe third party intellectual property rights, including repeat infringers of copyrights."
