Clean Hard Drive/windows.old Folder

If I had my hard drive wiped, Windows 8 installed, and deleted my Windows.old folder, should I still be seeing files prior to my Windows 8 update? I recently became victim of a scam and wanted to entirely wipe my hard drive for peace of mind. When I received it back from tech support, I ran my antivirus and found the viruses were still on my hard drive due to the tech guy maintaining my Windows.old folder (which, I assume is something they have to do for possible restore purposes). I've since deleted the Windows.old folder, but am still finding old files. Should they still be there?

Edit: Most of the files are Manifest files date earlier this year and not documents/pictures, etc. Not sure if that makes a difference.

When you install Vista, 7, or 8 onto an existing partition, it automatically puts everything in Windows.old (just in case you forgot to recover something, or want to copy files from it - quite handy after a reinstall, I might add, though the folder isn't actually needed anymore) You shouldn't be finding old files there - unless the tech support people copied your files back onto the machine (outside of the Windows.old folder), and there's something infected in them.
