I don't think the partnership with MS will help Dell eliminate the short sited & strange concepts for peripherals, in fact it will probably make Dell PCs more locked especially with MS pushing Secure Boot. You can pretty much say goodby to fixing MS-Dell PCs yourself and installing Linux on such PCs.
But yes, MS & Dell will probably create a tablet, but it will be locked for sure.

That's because Dell found that there is insufficient demand for machines not preloaded with Windows! There's nothing to be gained by producing that which does not sell.
