There's also 3rd digital divide:
Programmers in "developed" countries who have to BUY (expensive) IDE softwares (e.g. MS Visual Studio, Delphi / Embarcadero, etc..) ... and ... programmers in "developing" countries who HACK/CRACK the IDE softwares for FREE.
The same happened to programming books and e-books / resources.
Torrents, free online file storages, and in many countries, copies of softwares / e-/books are sold in DVD for $1-2 everywhere...
When developed countries' programmers tries to hack commercial softwares / e-books, they will be JAILED and pay huge amount of sentence.
When developing countries' programmers tries to hack commercial softwares / e-books, they are SAFE.
That's the 3rd digital divide, and now you know one of the reason of "outsourcing".
