Transfer spped form DVD drives is soo slow

No longer able to load games or transfer files from the DVD drives. Everything worked fine (for 4 months) until a couple of months ago. Now if i try and install a game or read files from a CD or DVD the transfer rate is near zero. Windows patches are up to date, no virues that I know of, (Norton, SpyBot Search and Destroy, Ad Aware). Uninstalled and reinstallled both DVD drives and the IDE controllers. All drivers up to date. The DVDs and IDE cable work in other machines. The disks all read in other machines. Software or hardware???Computer is home built, Win Media center, Intell 6600 Dual Core, EVGA 680i motherboard, Lightscribe DVD RW, and Toshiba DVD ROM - both IDE.
