"Run As" not appearing in drop down list on XP SP2

I installed Windows XP SP2 on 2 systems. On one of them I cannot get the "RUN AS" option to appear in the drop down list when I right click on an application for power users. It works when signed on as administrator, but not for power users. I entered Services on the control pannel and set secondary logon as automatic and set it to started, but it does not help. Does anyone have any ideas?

hold the shift key down and right click - see if it shows up.

Thanks for the reply. I tried it with the shift key held down, but it still does not appear.Alan
