windows remote desktop

Hi,How do i turn this on so that I can connect to a remote machine over the internet? I know how to turn it on, but basically I can't get it to access a machine on over the internet

Which OS on the connecting machine?Is the machine that you are trying to connect to behind a router? Does that machine's ISP connection make use of a static IP address or a dynamic IP address (the later is more likely if it is a home machine connected by either DSL or cable modem)?
