The only time I seem to get the laptop to recognize the Ac Adapter is when the laptop is off. When I plug it up sometimes its ok for a few minutes or an hour on a good day, but then it will flicker back and forth between the Adapter plug and the battery. What can be done about this situation? Its a Dell Inspiron 1150.

Sometimes the AC Adapter plug doesn't make a real firm connection, especially if the laptop has been in use for a few years. This is more likely to happen if you are using the laptop on your lapt.
If the laptop does this while sitting on a firm surface such as a desktop or table, there may actually be a problem with the jack that the AC Adapter fits into.
If it makes good contact on a firm surface but not your lap, you may try fully charging the battery and when on you lap, using it only on battery power.
I have had my AC Adapter plug come completely out while using the laptop on my lap.
