Windows Tool--offered & recommended by PC World, has disfigured my WindowsXP display

Caution:
PC World offered & recommended a Tool named 'Advanced WindowsCare V2 Personal'.
Trusting the wisdom of its Editors, I downloaded and installed this tool on my PC. I am using Windows XP (upgraded to SP2, not the pre-embedded version) on Compaq Presario 3707AP Desktop PC, and the Windows XP came with it as an OEM.
I started the said tool, and it intimated that it had found some problems with my system--like
the presence of Spyware, Registry & System issues etc etc. And as recommended by its architect, I clicked on the button 'Repair'.

It not only did not create any Restore Point before undertaking the said repair, but it also removed even the existing
System Restore Points. Moreso, when I drag any open window (like 'My Documents', 'I.E.' or even the 'Notepad' or folder) now, first only a dotted frame moves and only then the contents of the said window move (like it happens in windows 98).

I am unable even to Restore back my system.

KINDLY BE CAUTIONED AGAINST THE USE OF THIS SOFTWARE (FOR THAT MATTER, ANY SOFTWARE WHICH IS RECOMMENDED BY ANY PC-MAGAZINE WITHOUT EXTENSIVE PRE-TESTING).

Moreso, the Editors and Readers of PC World as well as the Architect of the said software Tool are requested, through these columns, to ADVISE remedial action for the problem now being faced by me--moreso, because Microsoft does not provide any support for Windows which is supplied as 'OEM software' and hp is most likely to put the blame squarely on this magazine as well as the architect/vendor of the said Tool.
