Weird horizontal tearing/static on new system...Need Help

Ok so I really need some input here. This is a new system I've built
and it has been a while since I built one so any help would be awesome.
To start off here is a list of components
-GIGABYTE GA-P35-DS3L LGA 775 Intel P35 ATX Intel Motherboard
-Western Digital Caviar SE16 WD3200AAKS 320GB 7200 RPM SATA 3.0Gb/s Hard Drive - OEM
-Intel Core 2 Duo E6750 Conroe 2.66GHz LGA 775 Processor Model BX80557E6750 - Retail
-*CORSAIR
Dominator 2GB (2 x 1GB) 240-Pin DDR2 SDRAM DDR2 1066 (PC2 8500) Dual

*I had a 8600GT couple days ago and the horizontal tearing appeared the
second day I had my system. So I messed around and came to a conclusion
it was the 8600GT problem. I replaced it with a HD 3850 but the
tearing/static is still there. Now I don't know what is wrong. The
tearing/static even appears on the bootup screen when it is detecting
the drives, memory, and CPU etc.*
I think I narrow it down to it being either a bad LCD, mobo or maybe even PSU? Any suggestions or help????
I'll try to describe the problem a little bit better...
*Everytime I turn on the system and LCD, there is a little bit of
tearing in the upper region (not the top but above the middle of the
screen) and the tearing gets gradually worse. Sometime it goes away or
reduces but will never go away completely and always get worse again.
Its not a graphic card problem I believe because it happens before
windows xp boots plus I tried 2 different cards. (appears in bootup
screen). The tearing is almost like tearing in games without vsync but
its not. Its more like flickering with lines across the entire LCD.
Also the flickering is most noticeable in dark color background. What
else...there is no flickering in the LCD screen without the computer
booting up (blue blank LCD screen). HELPPPPPP!!! I'm stumped!*

thats my thread that i posted referring to yours :P.

Anyways, you need to get something to force vsync on your games. I used the omega drivers 7.12(based on ati catalyst 7.12) as i couldnt find an option to force vsync on with catalyst 8.1 control center. Good luck!
