Sometimes when I watch or listen to something on the internet, I need to turn up the volume because it was recorded at a low level. Then, a day or so later, I will watch something from, say, youtube that was recorded at a high level and get my ears blasted. Is there any utility out there that will help playback everything at the same volume level?

Hey Welkom to PC World. :8}

Hey, you see what is actually happening is that some of the files yes are i think recorded at a higher sound but its also the format of the file and the music player you are using. And if you playing a movie on YOUTUBE then you are not using your own player so you only can set the volume of your computer, but if you have a site where you are downloading something that you want to listen to i recommend Jet Audio, it can be found at this link It has the best sound ot of windows, iTunes and QuickTime.
